The GGNRA stretches across three Bay Area counties north and south of the Golden Gate Bridge and includes iconic places such as Muir Woods National Monument, Fort Point National Historic Site, Alcatraz Island, Crissy Field, Mori Point, Lands End, and the Presidio of San Francisco.

Branch/Unit/Position Description:
 
Our People and Culture Branch and Human Resources team support approximately 300 employees across different work sites - office, home-based, field, warehouse, retail - throughout the San Francisco Bay Area.
 
The Benefits Manager works with employees and the Human Resources team to ensure that employees are supported in understanding and accessing health and welfare benefits (group medical, dental, vision, short-term and long-term disability, worker’s compensation, life insurance, travel and accident plan, flexible spending plan), retirement benefits, and in navigating the interactive accommodations process. The Benefits Manager will partner with the HR Director and others on developing benefits programs, projects and initiatives that align with the Conservancy’s compensation and benefits strategy. 
 
This position is the primary point of contact for the plan broker, vendor, and third-party administrators regarding benefits accommodations, and workers’ compensation. The role is responsible for conducting audits, submitting required government reports, and ensuring compliance with federal, state, and local regulations. A detailed customer service approach is essential while fostering collaboration and empathy to elevate the employee experience.   
 
The Benefits Manager reports to the Director Human Resources and is primarily an internal and employee-focused role at the Parks Conservancy.
 
Essential Functions and Responsibilities:
 
Health, Welfare, and Retirement Benefit Programs
  • Leads and manages healthcare, welfare, and retirement benefit programs.
  • Serves as project manager for benefit initiatives, including plan design, open enrollment renewals, and implementation to ensure competitiveness, compliance, and equity.
  • Works with brokers in developing and distributing employee facing materials, such as open enrollment guides, Summary Plan Descriptions, Summary Annual Reports, internal SharePoint content, etc.
  • Provides guidance to employees, HR Team, brokers, and vendors on benefits related inquiries including elections, plan provisions, claims, qualifying event changes, COBRA, FSAs, HRAs, rollovers, distributions, withdrawals, etc.
  • Maintains accurate benefit databases, files and records in vendor portals and ADP; performs regular data audits and quality checks, including invoices, reports (i.e. census data), and reviews. 
  • Serves on the retirement benefits committee.
Accommodations
  • Serves as the primary point of contact for employee accommodation requests, ensuring compliance with all applicable laws, including ADA and state/local requirements in collaboration with stakeholders.
  • Manages and documents the interactive accommodation process, maintains complete and accurate accommodation records, and ensures timely communication with employees and managers.
  • Maintains working knowledge or all leave of absence programs (i.e. FMLA, PDL, and other federal/state/local leaves) in order to provide informed support and collaborate effectively with the Payroll & Leaves Manager.
  • Ensures accurate employee information is processed in a timely manner in ADP.
  • Preserves confidentiality of employee medical documentation and files.
Workers’ Compensation Administrator
  • Partners with Safety and Workers’ Compensation providers in managing work injury claims.
  • Monitors claims and acts as the liaison with employees and Worker's Compensation Vendors.
Regulatory Compliance
  • Support in the preparation and submission of all required benefits and compliance reporting (e.g. ACA, 1095-C, EEO-1, and other filings) ensuring accuracy and adherence to deadlines.
  • Serves as the primary point of contact for brokers, vendors, and internal stakeholders throughout the reporting process to completion.

Education and/or Experience:
  • At least 4 years of Benefits & Leaves experience
  • Experience working in an HRIS or other complex database system; ADP is a plus
  • Knowledge of relevant labor and employment laws, benefit plans and design, benefits contract language; able to manage multiple vendor relationships; knowledge of relevant regulations, filings and compliance requirements affecting employee benefits programs, including ERISA, COBRA, FMLA, ADA, workers’ compensation, Medicare, COBRA, and Social Security and DOL requirements
  • Computer proficiency and technical aptitude required; Excel or other spreadsheet application

Physical Requirements and Work Environments:
 
This position is located at the Parks Conservancy’s headquarters in Fort Mason, San Francisco.  Work is performed in an office setting, including a mix of telework and on-site. This position will require at least 2 days per week either in office or visiting park sites to meet the essential requirements of the position.
  • Work is primarily performed sitting and standing:
    • Regularly sits or stands at a desk 6-8 hours per day;
    • includes some walking when visiting employees at park sites
    • Includes occasional lifting and carrying of items up to 30 pounds to set up and break-down related events (open enrollment, etc)
  • Requires drivers license and good driving record
  • Able to travel to work sites across San Francisco Bay Area, including Alcatraz, Muir Woods, Golden Gate Bridge, Crissy Field, Presidio, and other outdoor worksites.
  • Candidates who pass a DMV check and are eligible for Parks Conservancy insurance may use organizational vehicles to travel to work locations.

Compensation and Location:
 
The Parks Conservancy provides its employees with a competitive salary that is benchmarked with other nonprofit organizations in the Bay Area. This position is full-time, and you must already be based in or willing to relocate to the San Francisco Bay Area. This position requires at least 2 days per week onsite (ideally 3), either in the office (Fort Mason) or visiting our employees on location at our incredible park sites (for example, Alcatraz, Muir Woods, and Crissy Field).
 
The annual salary is $82,500-$85,000 (Grade 19) commensurate with experience. To ensure equity across all candidates, we will not negotiate salary.
