The HR Operations Specialist serves as a central partner in delivering seamless HR processes across onboarding, compliance, employee lifecycle management, and HR systems administration. This role bridges talent acquisition, HR operations, and payroll by ensuring accuracy, compliance, and efficiency in all employee transactions. As the first point of contact for new hires and a trusted partner to managers and HR Business Partners, the HR Operations Specialist helps build a consistent, compliant, and positive employee experience while supporting operational excellence across the organization.
Key Responsibilities
Onboarding & Pre-Employment Compliance
Manage end-to-end pre-boarding and onboarding activities for CDL and non-CDL hires.
Oversee DOT and non-DOT pre-employment screenings (drug/alcohol, physicals, MVRs, background checks), ensuring compliance with FMCSA, FTA, OSHA, and state/federal laws.
Verify CDL licenses, endorsements, and medical certifications prior to onboarding.
Facilitate I-9 employment verifications, E-Verify processes, and ensure proper document retention.
Partner with recruiters, hiring managers, and candidates to coordinate start dates and resolve onboarding delays.
Create and maintain employee profiles in ADP when auto-porting fails; ensure accurate record setup across HR systems.
Track onboarding completion rates, time-to-hire metrics, and compliance audits; identify areas for process improvement.
Employee Lifecycle Transactions & Records
Manage Employee Status Change Notifications (ESCNs), ensuring accuracy in ADP updates for promotions, transfers, pay changes, and location moves.
Process employee agreements, payroll updates, and benefit-related changes while ensuring timely communication with GMs, HRBPs, Payroll, and Benefits teams.
Handle employment verifications, rehire eligibility checks, and employee inquiries regarding payroll discrepancies, W-4, direct deposit, and PTO.
Maintain accurate and compliant employee data in ADP, ATS, and other HR systems.
ADP Claims Management - Employee Development Department (EDD)
HR Systems, Reporting & Process Optimization
Generate reports on onboarding, terminations, compliance, and other HR metrics for internal stakeholders.
Partner with HR leadership to streamline workflows, enhance data accuracy, and strengthen compliance controls across HR operations.
Support HR inbox and voicemail management, ensuring timely responses to inquiries on benefits, payroll, terminations, subpoenas, and candidate status.
Collaborate with Payroll and HR teams on process improvement projects, including system integrations, audits, and compliance reviews.
Qualifications & Requirements
Education & Experience
Bachelor’s degree in Human Resources, Business Administration, or related field preferred; equivalent experience considered.
3–5 years of HR operations, onboarding, or related HR experience; transportation industry and DOT-regulated environment experience strongly preferred.
Strong working knowledge of HRIS/ATS systems (ADP, Fountain, ICIMS, or equivalent).
Skills & Competencies
In-depth understanding of DOT, FMCSA, and state/federal employment compliance.
Strong organizational and multitasking skills with ability to manage high-volume processes.
Excellent communication and interpersonal skills for engaging candidates, employees, and managers.
Analytical mindset with ability to review MVRs, payroll records, and compliance data for accuracy.
Proactive problem-solving ability in a fast-paced, deadline-driven environment.
