Job Description

The National Labor Compliance Specialist is responsible for administering and supporting national labor compliance requirements for certified payroll/public works projects companywide. This role interprets and applies applicable federal Davis-Bacon, state prevailing wage, apprenticeship, skilled/trained workforce, owner, and project-specific requirements; assesses compliance risk; determines required corrective action; and partners with project teams, regional leadership, subcontractors/lower-tier subcontractors, and internal payroll team members to support compliant project execution. The role exercises independent judgment in evaluating compliance documentation, advising stakeholders, identifying trends and deficiencies, and recommending controls or process improvements to mitigate risk.
Responsibilities include but are not limited to:
  • Administer labor compliance setup for new federal and state certified payroll/public works projects, including required project setup in labor compliance platforms (LCP Tracker), collection of startup documentation, onboarding forms, attestations, signatory documentation, fringe-related forms, apprenticeship documentation, and other project/owner-required records.
  • Review, track, and validate required onboarding and labor compliance forms, including DAS140, DAS142, Fringe Benefit Statements, Labor Law Checklists, CAC2, Union Status Letters, and other federal, state, local, or project-specific forms.
  • Review, validate, and approve Certified Payroll Reports and related submissions for accuracy, completeness, timeliness, and compliance with applicable wage determinations, classifications, hours, base rates, fringe/cash fringe requirements, deductions, union rate/fringe requirements, and supporting documentation.
  • Manage and advise on compliance with California apprenticeship and skilled/trained workforce requirements, including documentation, tracking, risk identification, and corrective action follow-up.
  • Partner with regional leadership and project teams to develop compliance plans, identify project-specific risks, recommend appropriate controls, and establish compliance tracking and reporting approaches.
  • Serve as a subject matter resource to project teams, subcontractors and lower-tier subcontractors on labor compliance requirements, project-specific specifications, and best practices to support accurate and timely submissions.
  • Conduct compliance audits of projects and subcontractor/lower-tier submissions to validate adherence to public works labor compliance requirements, evaluate trends, identify systemic issues, assess potential exposure, and recommend corrective actions or process improvements.
  • Participate in pre-bid, pre-award, and job-start meetings to evaluate labor compliance requirements, advise on expectations and timelines, and support alignment with project compliance obligations.
  • Document and escalate potential labor compliance deficiencies or violations; coordinate corrective actions and, when required, support reporting to internal stakeholders and/or the awarding entity.
  • Support successful project closeout for subcontractors and lower-tier subcontractors by verifying required documentation has been submitted, properly executed, and compliant with federal, state, local, owner, and project compliance requirements.
  • Review and approve labor rates and supporting documentation for subcontractor change orders to ensure change order requests submitted to the owner are accurate, compliant, and adequately substantiated.
  • Prepare labor compliance reports and respond to owner inquiries, audits, record requests, and other third-party requests by compiling complete, accurate, and audit-ready documentation throughout the project lifecycle.
Skills and Knowledge:
  • Advanced knowledge of certified payroll, prevailing wage, public works labor compliance, and related federal/state/local documentation and reporting requirements.
  • Strong understanding of wage/hour law, payroll concepts, and the ability to interpret and apply federal, state, local, owner, and project-specific labor compliance requirements.
  • Advanced knowledge of union wage structures and benefit packages as well as the ability to interpret and apply state wage determinations
  • Ability to exercise independent judgment in applying regulations to varied project requirements, assessing risk, determining corrective action, and escalating matters of significance appropriately.
  • Ability to evaluate complex compliance scenarios, identify potential exposure, and recommend practical controls or process improvements.
  • Knowledge of California Public Works Apprenticeship Requirements and the California Skilled and Trained Workforce Requirements.
  • Proficient in MS Office applications (Word, Excel, Outlook); intermediate to advanced Excel skills a plus.
  • Familiarity with construction industry payroll practices and/or job costing a plus.
  • Familiarity with LCP Tracker or other compliance tracking software a plus.

Anticipated starting pay range:

$100,000.00- $160,000.00
