The Position

This Senior Human Resources Analyst will work in the Employee Services Division of the Human Resources Department, reporting to the Manager of Employee Services. The successful candidate will administer and coordinate delivery of East Bay Municipal Utility District’s (EBMUD) $26 million dollar benefits program for 7500 employees, retirees, and their dependents. Our specific benefit programs include medical, dental, vision, life, and Section 125 plans. This Senior HR Analyst will also have responsibility for understanding leave codes as they relate to short- and long-term disability, FMLA, CFRA, maternity/paternity and other related leaves of absences to help employees and supervisors across EBMUD understand coding for leaves of absence.

The ideal candidate is prepared to:

• Lead the HR benefits team, supervising the work of two benefits technicians, and one HR Analyst I and working collaboratively with all EBMUD departments to deliver quality benefits and services to participants.

• Apply technical benefit knowledge and skills in designing, developing, managing and administering employee benefits plans and provider contracts.

• Display excellent interpersonal skills in addressing sensitive, confidential issues and problem solving.

• Work in a fast-paced environment that requires the ability to handle multiple projects simultaneously and independently.

• Communicate effectively in writing to all participants regarding their benefit plans and coverage through brochures, webinars, newsletters, letters, memos and websites.

• Make effective presentations conveying complex benefit program information to a variety of audiences including employees, retirees and elected officials.

• Plan, implement, and promote benefit education and wellness programs for participants.

• Maintain plan documents, plan descriptions and other required documentation to ensure compliance with governmental regulations and tax codes.

• Apply analytical, computer and problem-solving skills to ensure high quality cost-effective plans.

• Keep abreast of emerging benefit trends and changes in financial market and participant utilization.

The annual salary is $133,776 up to $202,896. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($173,904 annually).

Requirements

1. Bachelor’s degree or its equivalent.

2. Three years of increasingly responsible professional experience in health and welfare benefit administration, or its equivalent.

The Selection Process

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status, the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
