This role is a key driver in shaping and managing competitive health and welfare benefit programs that directly impact employee well-being across a large, complex organization. You will oversee the design, governance, and compliance of U.S. and Puerto Rico benefits, ensuring programs remain aligned with regulatory requirements and total rewards strategy. The position blends strategic planning with hands-on execution, requiring close collaboration with HR, finance, external vendors, and legal partners. You will play a critical role in monitoring evolving legislation and translating it into actionable program adjustments. In addition, you will help strengthen employee understanding of benefits through clear communication and education initiatives. This is a highly visible role where analytical expertise, regulatory knowledge, and stakeholder collaboration converge to shape meaningful employee experiences.

Accountabilities:
- Lead the design, evaluation, and ongoing optimization of U.S. and Puerto Rico health and welfare benefit programs, ensuring alignment with organizational strategy, cost efficiency, and employee experience objectives
- Ensure full compliance with applicable regulations, including ERISA, ACA, HIPAA, COBRA, and related federal and state requirements, while proactively monitoring legislative changes and their impact on benefit programs
- Oversee key compliance processes such as nondiscrimination testing, Form 5500 filings, and required regulatory disclosures
- Partner with finance teams on forecasting, budgeting, and accrual management for self-funded benefit plans
- Collaborate with HR and communications teams to develop clear, accessible employee education and engagement materials
- Manage vendor relationships and support benefit administration processes to ensure operational effectiveness and service quality
- Analyze utilization, cost trends, and compliance data to support strategic decision-making and continuous program improvement
Requirements:
- Bachelor’s degree with 4+ years of HR/Benefits experience, or equivalent combination of education and progressively responsible experience (advanced degrees may reduce required experience)
- Strong expertise in U.S. health and welfare benefits, including plan design, administration, compliance, and vendor management
- Solid understanding of regulatory frameworks such as ERISA, ACA, HIPAA, and COBRA, with experience applying them in complex environments
- Experience working with both fully insured and self-funded benefit plans
- Familiarity with HRIS and benefits platforms such as Workday, Alight, Conduent, or similar systems
- Strong analytical skills with the ability to interpret data, identify trends, and support strategic recommendations
- Excellent communication skills with the ability to simplify complex benefits topics for diverse audiences
- Highly organized, detail-oriented, and able to manage multiple priorities in a dynamic environment
- Experience with Puerto Rico benefits administration is a plus
