This is a senior leadership opportunity to shape the learning and development strategy supporting complex, multi-market integrated care programs.
You will lead a multidisciplinary learning organization spanning training, clinical and operational education, precepting, instructional design, and workforce enablement.
The role combines strategic leadership with hands-on oversight of learning journeys, onboarding, curriculum, readiness, reinforcement, and effectiveness.
You will create scalable learning models while adapting them to different markets, populations, programs, roles, and operational environments.
Working closely with clinical, operational, regulatory, compliance, quality, and enterprise learning partners, you will ensure teams are prepared for business and process changes.
Your work will directly influence workforce readiness, quality, consistency, and performance across integrated care operations.

Accountabilities:

Set the learning strategy: Establish the vision, direction, priorities, and operating model for a cross-market Learning & Development function supporting integrated care, LTSS, Duals, and related programs.

Lead and develop teams: Manage and grow a multidisciplinary organization that may include trainers, clinical and operational educators, preceptors, instructional designers, and other learning professionals, setting clear expectations and development priorities.

Build scalable learning models: Develop an integrated approach that promotes consistency, quality, and scalability while accounting for legitimate differences across markets, populations, programs, roles, workflows, systems, and operating environments.

Strengthen the learner experience: Coordinate training delivery, clinical and operational education, precepting, instructional design, and subject matter expertise into cohesive learning journeys.

Oversee curriculum and learning programs: Guide the development, maintenance, and continuous improvement of curricula, instructional materials, applied learning experiences, reinforcement strategies, and role-specific learning journeys.

Drive workforce readiness: Oversee onboarding and ongoing development strategies that combine formal instruction, systems and workflow training, practice-based learning, preceptor support, and transition to independent performance.

Support organizational change: Lead learning-readiness activities for new or updated processes, systems, tools, products, market requirements, and other changes, identifying dependencies, risks, and workforce needs before implementation.

Partner across the organization: Work with clinical and operational leaders, market and program teams, enterprise learning groups, subject matter experts, Regulatory, Compliance, Quality, and other stakeholders to translate business and performance needs into effective learning solutions.

Embed learning in implementation: Ensure Learning & Development is represented in implementation and user acceptance testing activities when changes could affect training, workflows, instructional materials, or workforce readiness.

Measure and communicate impact: Evaluate learning effectiveness using data, feedback, and performance indicators, and communicate priorities, readiness findings, effectiveness results, resource requirements, and material risks to leadership.
Requirements

Education: Bachelor's degree in Education, Learning & Development, Organizational Development, Instructional Design, Healthcare, Business, or a related field required; a master's degree is preferred. Equivalent relevant experience may be considered in lieu of required education.

Learning & Development experience: At least 5 years of experience in learning and development, clinical or operational education, healthcare training, organizational learning, instructional design, or a related discipline.

Leadership experience: At least 5 years of leadership experience, including responsibility for teams, functions, or complex learning initiatives.

Learning strategy expertise: Demonstrated experience developing or overseeing curricula, structured learning programs, learning strategies, or workforce enablement solutions.

Healthcare knowledge: Experience in healthcare, health insurance, or managed care is preferred, particularly exposure to LTSS, Medicaid, Medicare, Dual Eligible populations, care management, or government-sponsored healthcare programs.

Multi-market experience: Experience designing or leading learning initiatives across multiple markets, populations, programs, or complex operational environments is highly valuable.

Learning expertise: Strong knowledge of adult learning principles, instructional design, curriculum development, learning strategy, and performance-based learning.

Strategic problem-solving: Ability to translate business, operational, workforce, and performance requirements into scalable and effective learning strategies.

Operational understanding: Familiarity with the relationship between healthcare workflows, systems, documentation, regulatory requirements, learning, and workforce performance.

Analytical skills: Strong analytical, critical-thinking, decision-making, and problem-solving capabilities, with the ability to use data and performance indicators to improve learning outcomes.

Change readiness: Ability to assess learning impacts and workforce readiness needs associated with changes to processes, systems, products, tools, workflows, and operational requirements.

Leadership and influence: Strong collaboration, communication, stakeholder management, and influencing skills, with the ability to build partnerships and drive execution across complex organizations.

Certifications: Professional certification in learning and development, instructional design, organizational development, change management, or a related discipline is preferred. Clinical licensure or healthcare-related certification may also be preferred depending on program scope.

Salary: $135,600–$237,400 annual base compensation, with the final offer determined by factors including education, training, experience, role scope, and complexity.
