Position Summary: The Head of People Strategy and Operations is a key leadership role within the organization, responsible for developing and executing human resources strategies that align with the mission and goals of Caminar. In behavioral health organizations, people are the primary asset for ensuring mission success and we are seeking an HR partner who leads with that vision.
This individual will lead a team of HR professionals, providing guidance and leadership in areas such as talent management, talent acquisition, employee engagement, organizational development, compliance, workforce planning and culture management. The Head of People Strategy and Operations will collaborate closely with senior leadership to ensure that the HR function effectively supports the overall strategic goals of the organization while fostering a positive, inclusive, and productive work environment for employees.
Supervisory Responsibilities: Direct reports include HR Generalists, Total Rewards Manager and HRIS Analyst
Essential Duties & Responsibilities:
1. Leadership & Strategy:
Partner with senior leadership to set and execute HR strategies that drive organizational effectiveness, engagement, and sustainability.
Serve as an advisor and partner to senior leaders on HR-related issues and opportunities, culture management, including workforce planning, organizational structure, and change management.
Ensure the HR team is equipped with the tools, resources, and training to succeed in their roles.
2. Talent Management:
- Oversee the recruitment, selection, and retention of top talent to meet the needs of the organization, focusing on diversity and inclusion.
- Ensure an effective onboarding process to integrate new hires into the organizational culture and their roles.
- Lead efforts in performance management, ensuring that employees are provided with regular feedback, coaching, and professional development opportunities.
- Promote career development and succession planning to build a pipeline of future leaders within the organization.
3. Employee Relations:
- Foster a positive and inclusive workplace culture by supporting employee engagement initiatives and resolving employee relations issues in a fair and timely manner.
- Ensure compliance with labor laws, ethical standards, and organizational policies and procedures.
- Develop and implement programs to support employee well-being, work-life balance, and professional growth.
- Utilize data sources to measure employee engagement. Oversee and administer the annual employee satisfaction survey, and, along with Senior Leadership interpret results, propose org. and culture changes based on results and assist with execution.
4. Compliance & Risk Management:
- Ensure the organization adheres to all federal, state, and local regulations, as well as industry standards related to human resources and behavioral health services.
- Oversee and manage employment law claims and litigation.
- Assess, manage and mitigate organizational risk related to HR policies and practices, including conducting investigations and handling employee grievances or disputes.
- Stay up to date with regulatory changes and adapt HR policies and practices as needed to maintain compliance.
5. Compensation & Benefits:
- Oversee the design, implementation, and management of compensation and benefits programs that are competitive and aligned with the organization’s budget and strategic goals.
- Analyze compensation trends and make recommendations for adjustments to attract and retain talent while ensuring fairness and equity.
- Administer benefits packages and ensure that employees are educated on their options.
6. Training & Development:
- Develop and lead training programs to enhance employee skills and knowledge, especially in areas critical to behavioral health and organizational success.
- Ensure ongoing leadership development and coaching for supervisors and managers to enhance their effectiveness in managing teams.
- Foster a learning environment that supports continuous improvement and innovation.

Develop and manage the HR department’s budget, ensuring efficient use of resources while meeting the needs of the organization.
Collaborate with other departments to ensure that HR-related expenditures are in line with the organization’s financial goals and priorities.
9. Data & Analytics:
Utilize HR data and analytics to assess trends, make informed decisions, and provide insights to senior leadership.
Develop and monitor key performance indicators (KPIs) to track the success of HR programs and initiatives.
Qualifications & Skills:
- Education: Bachelor’s degree in human resources, Business Administration, Psychology, or related field. A master’s degree or equivalent experience is highly preferred. A Human Resources professional certification (e.g., SHRM-SCP, SPHR) is also highly desired.
- Experience: Minimum of 8-10 years of progressive HR experience, with at least 5 healthcare settings is preferred. Experience in behavioral health, human services healthcare settings is preferred.
- Leadership Skills: Proven ability to lead and manage HR teams, influence senior leadership, and drive organizational change.
- HR Expertise: Extensive knowledge of HR best practices, laws, and regulations, particularly in areas related to compensation, employee relations, and performance management.
- Behavioral Health Knowledge: Familiarity with the unique HR challenges within the behavioral health industry, including compliance with healthcare and mental health regulations, employee burnout, and crisis management.
- Communication Skills: Excellent interpersonal and communication skills, with the ability to build relationships and communicate effectively with all levels of the organization.
- Planning and Execution Skills: Change management and the need to continuously improve HR practices is a continuous imperative. Experience with project management is required.
- Cultural Competency: Demonstrated commitment to fostering a diverse and inclusive work
- environment that reflects the organization’s values and supports its client population.
- Analytical Skills: Strong analytical skills with experience using data to drive decision-making and improve HR outcomes.
- Compensation & Benefits: Experience managing compensation and benefits programs in a non- profit or similar setting.
Position Requirements:
- Physical: Ability to sit for extended periods, use office equipment (computer, phone, etc.), and participate in occasional travel as required.
- Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
- Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
- Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
- Equipment: Frequently required to use a computer, phone, and fax machine.
Essential Requirements:
- Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
- This position may require limited, occasional, or frequent driving. If required, a valid California driver license, a reliable personal vehicle, and current personal auto insurance is required by law. In addition, an MVR sufficient to obtain and maintain insurability under agency auto liability policies are all essential job requirements.
- Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
- If applicable, a personal cell phone with reliable service and a data plan to use for business purposes.
- May be required to obtain and maintain First Aid and CPR certification.
