SUMMARY: Responsible for full-cycle recruitment of complex, specialized, high-volume and hard-to-fill positions. Serves as a senior talent acquisition consultant to hiring managers and organizational leaders by developing recruitment, sourcing, outreach and talent pipeline strategies aligned with current and anticipated workforce needs. Provides expertise regarding talent market conditions, candidate availability and recruitment strategies; utilizes recruitment data and market intelligence to evaluate hiring activity and recommend improvements. Provides functional guidance and mentorship to recruiters and may lead recruitment projects, initiatives and process improvement efforts.
  
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
 
1. Receives and reviews job requisitions and develops recruitment strategies based on position requirements, organizational priorities, workforce needs and market conditions.
2. Leads full-cycle recruitment for assigned complex, specialized, high-priority, high-volume and hard-to-fill positions.
3. Partners with hiring managers and organizational leaders to understand immediate and future workforce needs and develops appropriate recruitment and talent pipeline strategies.
4. Conducts advanced sourcing, candidate identification and outreach utilizing Applicant Tracking Systems, CRM, professional networks, social media, direct sourcing, referrals, talent communities and other recruitment channels.
5. Develops and maintains qualified candidate pipelines to support current and anticipated workforce needs.
6. Develops and maintains strategic relationships with colleges, universities, medical schools, residency programs, professional associations, community organizations and other talent pipeline partners.
7. Plans and participates in targeted recruitment events, career fairs, professional association activities and outreach initiatives.
8. Serves as a senior talent acquisition consultant to hiring managers and organizational leaders regarding candidate availability, labor market conditions, sourcing strategies, selection considerations and anticipated recruitment challenges.
9. Manages candidate communication, screening and interviews and provides recommendations to hiring managers based on established selection criteria.
10. Develops appropriate and competitive hiring recommendations within established salary ranges based on candidate qualifications, internal equity, market conditions and applicable budget considerations.
11. Extends employment offers and negotiates compensation within established policies, procedures and authorization levels.
12. Develops, maintains, analyzes and communicates recruitment metrics, dashboards, market intelligence and other information to evaluate recruitment activity and inform hiring strategies.
13. Evaluates the effectiveness of recruitment sources, sourcing strategies, outreach efforts and recruitment campaigns and recommends appropriate improvements and interventions
14. Partners with Human Resources and organizational leaders on workforce planning, talent pipeline development, retention, career development and other talent initiatives.
15. Leads or participates in recruitment projects, cross-functional initiatives and process improvement efforts.
16. Provides functional guidance, mentorship and knowledge sharing to recruiters and other Human Resources staff; does not exercise formal supervisory authority unless otherwise assigned.
17. Represents AHS within external talent markets and professional communities and serves as an ambassador for the organization's mission, values, culture and employment opportunities.
18. Promotes compliance with applicable Federal, State and local employment requirements and established AHS recruitment policies and practices.
19. Performs other related duties as assigned.
 
MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
  • Required Education: High School Diploma or equivalent.
  • Preferred Education: Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Communications, or a related field. 
  • Required Experience: Four (4) years of progressively responsible sourcing or full-cycle recruiting experience in healthcare or a related industry, including recruitment of complex, high-volume, specialized or hard-to-fill positions; development of recruitment strategies; partnership with hiring managers and organizational leaders; and experience providing functional guidance or mentorship to recruiters or Human Resources professionals. Experience working with Applicant Tracking Systems (ATS) and Candidate Relationship Management (CRM) systems required.
  • Preferred Experience: Experience developing strategic talent pipelines and external partnerships with educational institutions, professional associations, community organizations, and other complex talent sources; utilizing recruitment analytics, dashboards, labor market data, and workforce metrics to inform and deploy recruitment strategies; and mentoring, coaching, or providing functional guidance to recruiters or Human Resources professionals.

PAY RANGE: $43.0842 -71.8071/hr 

The pay range for this position reflects the base pay scale for the role at Alameda Health System. Final compensation will be determined based on several factors, including but not limited to a candidate’s experience, education, skills, licenses and certifications, departmental equity, applicable collective bargaining agreements, and the operational needs of the organization.
