This role sits at the intersection of public health transformation, technology modernization, and large-scale learning strategy. You will lead the design and execution of end-to-end training programs supporting a statewide digital platform rollout used by diverse public health stakeholders. The work has direct impact on how local and regional agencies adopt new systems, improve data quality, and standardize critical workflows. You will translate complex technical and operational requirements into clear, role-based learning experiences that drive adoption and long-term success. Operating in a highly collaborative consulting environment, you will partner closely with technical teams, change management leads, and government stakeholders. This is a strategic, client-facing role requiring both big-picture vision and strong execution discipline across multi-phase implementations.

Accountabilities:
In this role, you will define and lead the overall training strategy for a large-scale public health technology modernization initiative, ensuring successful adoption across multiple user groups and agencies. You will be responsible for shaping the training vision, coordinating execution, and aligning learning initiatives with broader rollout and change management efforts.
- Develop and own the end-to-end training strategy, roadmap, and framework supporting system adoption across statewide user groups
- Conduct training needs assessments, define learner personas, and map role-based learning requirements
- Design scalable training models including blended learning approaches, delivery methods, and support structures
- Define and oversee development of training assets such as e-learning, instructor-led sessions, job aids, videos, and reference materials
- Coordinate training planning and execution with cross-functional teams including OCM, technical teams, and implementation partners
- Oversee training content development and ensure alignment with system functionality and user workflows
- Manage training logistics, scheduling, communications, and post-launch learning support activities
- Establish training success metrics, evaluate effectiveness, and drive continuous improvement
- Support long-term sustainability through onboarding frameworks, knowledge transfer, and ongoing learning programs
- Act as a strategic advisor to leadership on training risks, dependencies, and best practices
Requirements
This role requires deep experience in training strategy and delivery for complex technology or enterprise system implementations, ideally in consulting and multi-stakeholder environments. You bring strong instructional design knowledge, stakeholder management capability, and the ability to translate technical complexity into user-friendly learning solutions.
- 6+ years of relevant experience, including at least 4 years in a consulting environment
- Proven experience leading training strategy for large-scale technology or digital transformation programs
- 5+ years of client-facing experience, including leadership responsibilities on complex projects
- Master’s degree in Public Health, Education, Organizational Development, Instructional Design, Communications, or related field
- Strong understanding of adult learning principles and instructional design methodologies
- Experience designing role-based learning programs and managing end-to-end training delivery
- Excellent communication, facilitation, and presentation skills across technical and non-technical audiences
- Strong project management, planning, and stakeholder coordination abilities
- Ability to navigate ambiguity and structure evolving program requirements
- Experience with Salesforce or other enterprise platforms is a strong plus
- Familiarity with LMS tools, training analytics, and evaluation frameworks is preferred
- Experience in public sector, statewide rollouts, or public health environments is a plus
